CMS provides Defense Advising (DA) Certification candidates, who have successfully completed DA-201, Strategic Advisors Course (SAC), with an expert knowledge of their assigned country and mission, which will enable them to advise effectively at the strategic/executive/ministerial level of their Partner Nation’s (PN) security institutions. By the end of this course, students will have in-depth knowledge of the history, culture, demography, and religion of the PN as well as its relationships with regional actors and international institutions. Of equal importance, they will also gain an appreciation for key strategic and situational factors, and the U.S. mission, goals, and objectives


CMS country study includes providing students with basic language familiarity; in-depth knowledge of culture and customs; and a detailed understanding of PN history, economics, demographics, political geography, governance, rule of law, religion and the different roles of ethnic minorities and women. Mission Study Objectives include: Understand the key policies and plans guiding U.S. and significant international missions; Understand the U.S. National Military Command Structure and how it interfaces with the Department of State and Inter-Agency; Understand funding for national security and PN budgeting processes; Gain an understanding of select PN systems (E.G. finance and human resources); and the structure and organization of key PN military and security ministries. CMS also provides lessons on advance topics including Conflict Theory, Good Governance, Security and Development, and Women, Peace and Security. Finally, students are enabled to evaluate, analyze, and apply the knowledge gained throughout CMS to advancing advising missions in support of broader US National Security goals and objectives.

This seminar course emphasizes directed, individual learning in a hybrid environment. The course begins with 3 weeks of virtual, instructor led training, followed by 1 week in-person on the DSCU NCR Campus.

Target Attendees

All personnel designated to serve as ministerial or strategic level advisors in either a named military operation or as part of a Security Cooperation Mission in an Embassy setting.

Registration for DSCU courses is completed using the Cornerstone on Demand (CSOD) Learning Management System (LMS) hosted by the Defense Acquisition University (DAU). You will access the LMS using a dialog similar to that shown to the left. Click the "Need help signing in?" link (indicated by the arrow) if you need help.

If you are a student who currently occupies a Security Cooperation Workforce position, you should be immediately redirected to DSCU’s instance of the CSOD learning management system after logging into the DAU hosted site. If you do not see any DSCU courses available after login, you will need to take one of the following actions:

  1. Register for the Introduction to Security Cooperation Course (SC-101).
  2. Change your organization in your CSOD profile. Follow these Directions for Changing your Organinization so you can view your DSCU courses.
