Description
This course exposes Security Cooperation (SC) workforce personnel to a unique set of DoD SC budget and funding processes associated with SC programs to be able to appropriately resource and fund their organizations and efficiently execute SC programs to meet U.S. objectives.
This is an intermediate-level course composed of independent online lessons and applies to the Security Cooperation (SC) Execution Support Management (XSPT) Area of Concentration (AOC). Specifically, it is designed for SC workforce personnel who perform duties associated with SC budget and funding processes and provides an overview of the unique financial policies, procedures, and funding mechanics related to SC programs. Topics addressed include (but are not limited to) Appropriations Law, Security Assistance Program and Budget Review (SAPBR), FMS Activity Matrix, Financial Improvements and Audit Readiness (FIAR), Special Defense Acquisition Fund (SDAF).
This distance learning On-Line Training (OLT) course is delivered via the DSCU online learning management system, Blackboard. Once registered and accepted for the course, students will receive a username and password for the DSCU Blackboard website. Internet access is required to access student materials and complete the course. The course is conducted through self-paced asynchronous lessons. Upon starting the course, students have up to 30 days to complete all lessons and assessments for successful course completion.
Objectives
This course’s objective is for students to demonstrate application of relevant and necessary skills to effectively execute SC funding and budget processes. Upon completion of the course, students should have gained an awareness and retained foundational knowledge of unique financial policies, procedures, and funding mechanics related to SC programs.

DoD Security Cooperation personnel involved with processes associated with funding and budgeting SC activities.
