Security Cooperation Management Senior Executive Tutorial

Objective
The Senior Executive Tutorial (SCM-STC) was conducted in the National Capital
Region at the Defense Security Cooperation Agency. It was designed to provide
senior-level USG personnel (O-8 or equivalent) an understanding of the
overall USG security cooperation/security assistance purpose, policies,
management structure, and execution processes.
Course Description
SCM-STC course was a 3-day modified version of the 4.5 day Executive (SCM-E) course. Instruction topics included SC legal authorities and policies; DSCA overview; SC planning; overseas SC organization responsibilities; end-use monitoring; SC sales process; technology transfer policy; SC contracting policy; SC logistics support; partner training; SC financial policy; SC Information Portal (SCIP), and a comparison of Foreign Military Sales (FMS) to Direct Commercial Sales (DCS).
Classes were primarily presented in lecture by both DSCU faculty and DSCA subject matter experts.
This course met International Program Security (IPS) training requirements of DoD Directive 5230.20.
