Objective
The overarching objective of each 15-day international curriculum was to help our security cooperation (SC) partners manage and implement the U.S. Foreign Military Sales (FMS) program in support of their nation’s defense.
International Partners had 9 courses available to choose from to meet their training needs:
SCM-IO-Orientation
Security Cooperation Management International Purchaser Course
Designed to meet the needs of senior and mid-level military and civilian officials responsible for management and oversight of security cooperation programs with
the United States Department of Defense. This encompasses not only personnel in defense ministries, service headquarters, and procurement bureaus, but may have also included international liaison personnel
assigned to U.S. organizations in CONUS, as well as defense attachés and foreign procurement officials assigned to Washington, DC.
SCM-IE-Executive
Security Cooperation Management International Purchaser Executive Course
Designed to meet the needs of senior level military and civilian officials responsible for management and oversight of security cooperation programs with the United States Department of Defense. This encompassed not only
personnel in defense ministries, service headquarters, and procurement bureaus, but may also include international liaison personnel assigned to U.S. organizations in CONUS, as well as defense attachés and foreign procurement officials assigned to Washington, DC.
SCM-I-Finance/Logistics
Security Cooperation Management International Purchaser Finance and Logistics Course
Designed to meet the needs of senior and mid-level military and civilian officials responsible for security cooperation programs with the United States
Department of Defense, with emphasis on the financial management and/or logistics management of FMS cases, including those funded by U.S. grants. This encompasses not only personnel in defense ministries, service headquarters, and procurement bureaus, but may
also have included international liaison personnel assigned to U.S. organizations in CONUS, as well as defense attachés and foreign procurement officials assigned to Washington, DC.

Course Description
Instruction was classroom based, with reading assignments and practical exercises reinforcing lectures. The curriculum for SCM-I courses at WPAFB and NCR also included an extensive Field Studies Program (FSP) that introduced students to the
American way of life, incorporating not only visits to local government, commercial, cultural, and educational entities, but to private homes as well.
