Security Cooperation Management USG Executive and U.S. Defense Industry Course

The 5-day Executive United States Government (USG) and U.S. Defense Industry Course (SCM-E) was designed to provide senior-level personnel from both the USG and U.S. defense industry an understanding of the overall USG security cooperation/security assistance purpose, policies, management structure, and execution processes.

Course Description

SCM-E course was conducted quarterly in the National Capital Region. Instruction topics included SC legal authorities and policies; SC planning; overseas SC organization responsibilities; SC sales process; technology transfer policy; SC contracting policy; SC logistics support; SC training policy; SC financial policy; SC Information Portal (SCIP) introduction, and a comparison of Foreign Military Sales (FMS) to Direct Commercial Sales (DCS).

The course included guest speaker presentations by the Defense Security Cooperation Agency (DSCA) on an executive perspective of SC; the Department of State (DoS) on current issues in SC; the Defense Technology Security Administration (DTSA) on current technology transfer issues; the Defense Acquisition University (DAU) on international acquisition and exportability; and the Foreign Procurement Group (FPG) on the international partner’s perspective on FMS.

Classes were primarily presented in lecture by both DSCU faculty and guest speakers. Often, select students were also subject matter experts in specific elements of SC. Questions and discussion among the speakers and students were encouraged.

This course met International Program Security (IPS) training requirements of DoD Directive 5230.20.

Course Login

Registration for DSCU courses is completed using the Cornerstone on Demand (CSOD) Learning Management System (LMS) hosted by the Defense Acquisition University (DAU). You will access the LMS using a dialog similar to that shown to the left. Click the "Need help signing in?" link (indicated by the arrow) if you need help.

If you are a student who currently occupies a Security Cooperation Workforce position, you should be immediately redirected to DSCU’s instance of the CSOD learning management system after logging into the DAU hosted site. If you do not see any DSCU courses available after login, you will need to take one of the following actions:

  1. Register for the Introduction to Security Cooperation Course (SC-101).
  2. Change your organization in your CSOD profile. Follow these Directions for Changing your Organinization so you can view your DSCU courses.
