Objective

The SCM-C course was available in resident at DSCU and as a mobile-training-team course at a specific field activity customer location. The Security Cooperation Management CONUS Course (SCM-C) was designed for personnel who were new to the Security Cooperation workforce, and who worked full time in Foreign Military Sales (FMS) and/or Building Partner Capacity (BPC) programs in CONUS. Through instructor and student dialogue and workshops, the course provided an enhanced understanding and application of the policies, procedures, methods, systems, and sequential actions necessary for the effective management of FMS and security cooperation programs.

Acceptance into the SCM-C required completion of two online prerequisites: The SCM-OC-OL (Orientation Course-Online) and the International Programs Security Requirements Course-Online (IPSR-OL).

Course Description

The SCM-C course was held for 5 days and normally ran from 0800 until 1530 Monday through Friday. Topics addressed included legal foundations, technology transfer, program planning and coordination, international programs security, acquisition, contracting, pricing and financial management, logistics, training management, and the Security Cooperation Information Portal (SCIP).

SCM-C lessons included exercises that reinforced the material learned during the Orientation Course-Online (SCM-OC-OL) and simulated actual procedures, decision trees, work flows and situations associated with security cooperation. Students were tested on the first morning of the class on their retention of material they should have learned from the Orientation and IPSR online courses. The timed test consisted of ten multiple choice questions. Those students who did not achieve a passing score of at least 70% were required to repeat selected modules of the SCM-OC-OL by staying after class for up to 90 minutes over three consecutive days. Students were strongly encouraged to review the continuity books for each lesson of the SCM-OC-OL and the IPSR-OL prior to arriving for the SCM-C (CONUS) course.

This course met International Program Security (IPS) training requirements of DoD Directive 5230.20.
