Title
Missile Technology Control Regime (MTCR)

Description
This is a facilitated online course which provides a familiarization with the MTCR basic guidelines and the relevant review process for Foreign Military Sales (FMS) cases. A discussion of the FMS process and the relationship of the MTCR to the Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR) provide the students a framework for understanding the need for thorough reviews of items provided on Letters of Offer and Acceptance (LOA). In addition, students are introduced to the roles and responsibilities of the Departments of State, Commerce, and Defense. This course requires approximately one-two hours of student work and participation on each scheduled day.
Objectives
The purpose of the Missile Technology Control Regime (MTCR) course is to train selected DoD personnel in recognizing and controlling the export of missiles/ Unmanned Aerial Vehicles (UAVs) and related technologies that have the potential for use in the delivery of weapons of mass destruction. The regime and supporting documentation were designed to assist in the implementation of national export controls to monitor, control, and deny exportation of these critical technologies.
Target Attendees
U.S. government employees and U.S. industry personnel are eligible to attend the course. U.S. government employees are defined as U.S. civilians, U.S. military, and support contractor equivalents. U.S. government and industry personnel should be programmed for or assigned to positions where oversight of missile-related technologies will be required. These personnel include those in program management offices, key service acquisition personnel, the Missile Defense Agency (MDA), security assistance personnel responsible for foreign military sales cases, and U.S. contractors.

This one week facilitated on line course is based on the two day resident schedule, therefore it should require about 2-3 hours per day to complete all the material. You do not need to be on line at any specified times during the one week course
