Description

This course prepares senior leaders at General Officer/Flag Officer/Civilian Executive (GO/FO/SES) level to serve as lead representatives of the Department of Defense (DoD) and the U.S. Government (USG), “who interact with the security establishments of foreign countries in developing their capabilities and build relationships that promote specific United States security interests” – which is how practitioners of security cooperation are defined in U.S. law (Public Law 114-332, Section 1241(a)). This course does not focus on FMS cases but, instead, maximizing the utilization of Strategic Advisors and other human capital elements of security cooperation.

Objectives

This course is structured to accomplish the following objectives: Understand the effective utilization of Strategic Advisors and other Security Cooperation’s human capital (subject matter experts and other advisors) within the strategic mission management framework. Understand the relevant tools, approaches, and skills needed to serve as, or effectively manage, advisors and other capacity builders. Understand relevant policy, guidance, and planning documents. Understand cross-cultural communication, relationship building, negotiation and mediation, and other critical advisor skills. All of which provide an improved understanding of the diverse range of Security Cooperation/Security Assistance resources that support advising and capacity building missions.

Target Attendees

The target audience for this course are senior GO/FO/SES leaders, who have been selected for key advisory or security cooperation/security assistance mission leadership positions. These leaders may operate in named operations under military leadership or in embassies under ambassadorial leaders.
