Intermediate SC Case Reconciliation and Closure – Department of the U.S. Navy (DoN)

This course is focused on providing Department of the U.S. Navy (DoN) insights and training for Security Cooperation (SC) Case Reconciliation and Closure. The course lesson topics include: (1) Understanding the MILDEP organization for reconciliation and closure, (2) Familiarization with the MILDEP financial management responsibilities, (3) Providing MILDEP perspective on the case closure criteria and the overall process, (4) Understanding MILDEP implementation of current and upcoming DSCA reconciliation/closure initiatives, and (5) Familiarization and training on MILDEP specific Information Systems and reports that are used and support Case Reconciliation and closure. The course is taught primarily by Department of the Navy (DoN) Guest Speakers with facilitation and support by DSCU.
There are two options for completing the CASE-293 course:
- Distance Learning Option (CASE-293-V): Conducted over 3 full days. Conducted through distance learning with some content on Day 1 being asynchronous (i.e., students complete online on their own), and the remaining portion of the class being synchronous (i.e., students meet real-time at scheduled times with an instructor and guest speakers).
- In Residence Option (CASE-293-N, X, W): Conducted over 3 full days in residence.
- “N” - DSCU NCR campus in Washington D.C.
- “W” – DSCU WPAFB, OH campus.
- “X” – Location other than a DSCU campus
This course’s objective is to provide personnel, who are directly involved or concerned with Security Cooperation (SC) case and financial management, a comprehensive understanding and application of the policies, methods, systems, and actions necessary for effective and continuous case and line reconciliation from case and line implementation through final closure.
Department of the Navy (USN and USMC) and U.S. Coast Guard Security Cooperation personnel involved with Case/Program Management – FMS – BPC – International Training or Military Construction, Budgeting & Financial Management of SC Programs and Resources, and Logistics Management, SC Information Management, SC Human Capital Support, and Operation Execution of Training Activities.

When the course is offered as an on-site (i.e., Instructor Led Training (ILT) course at a specific customer location, DSCU will fund up to 40 percent of the students for travel to the on-site location, and DSCU will also fund the travel of all instructors (including the Guest Speakers) to the on-site location. DSCU does not normally fund rental cars for students attending on-site courses but it shall be considered on a case-by-case basis.
This course can be repeated every three years as a refresher and to obtain updates on new policies and procedures.
