Mark Karas is the acting Dean of Education at the Defense Security Cooperation University (DSCU) – the
Defense Department’s university for education and research on military issues relating to the
management of military-to-military security cooperative efforts.
Mr. Karas joined the Defense Institute of Security Cooperation Studies (DISCS), now DSCU, in September
2018 as an instructor. In January 2020 he assumed duties as DSCU’s Associate Dean of Research and
Faculty Development until tapped to serve as the acting Dean of Education in December 2020. He
previously served as a military instructor at the Defense Institute of Security Assistance Management
(DISAM) from 2009-2010.
Mr. Karas retired from the U.S. Army at the rank of Colonel in 2018. As a former Eurasia Foreign Area
Officer (FAO), he served most recently as the Senior Defense Official/Defense Attaché (SDO/DATT) to
Budapest, Hungary and to Sarajevo, Bosnia-Herzegovina. Also served as the Security Cooperation Office
(SCO) Chief in Baku, Azerbaijan.
