Target Audience
This learning guide is intended for all DoD personnel and who prepare Letters of Offer and Acceptance (LOA) packages for submission to the Defense Security Cooperation Agency’s Case Writing Division (DSCA/CWD).
Description
The learning guide examines the off-line documents that should accompany the LOA to ensure that a complete package is submitted to DSCA/CWD, and highlights when information should be added to an LOA via a DSAMS Case Remark or an LOA case note. The information provided helps to build the skills required to provide DSCA/CWD with LOA packages that are accurate, complete, and compliant with all statutory, regulatory, and fiscal requirements. Applying these skills will improve LOA accuracy, reduce return rates, and shorten LOA processing times.
This learning guide consists of five lessons:
- Lesson One: Off-line Documents to Accompany the LOA
- Lesson Two: SAMM Requirements for Offline Documentation Review
- Lesson Three: LOA Line Items
- Lesson Four: Financial Policies and Procedures
- Lesson Five: LOA Notes Review
Duration
This learning guide consists of 42 pages and takes approximately one hour to complete.
